The Cook Partisan Voting Index (PVI) is a measure of how strongly a congressional district leans toward the Democratic or Republican party compared to the nation as a whole. The content of the Cook PVI is confidential and proprietary to The Cook Political Report, and its expression is protected by copyright. For information about the measure and acceptable use, please visit www.cookpolitical.com/cook-pvi .
